I’ve seen this 1% before. Where does it come from? The membership in America’s Ruling Party, the Council on Foreign Relations that has controlled each administration at least since FDR, has never exceeded 15 ten thousandths of 1% of the population. The super “elite” that controls the Council must be infinitesimal.
