The membership in America's Ruling Party, the Council on Foreign Relations that has controlled each administration at least since FDR, has never exceeded 15 ten thousandths of 1% of the population.  The super "elite" that controls the Council must be infinitesimal.   I’ve seen this 1% before.  Where does it come from?
